Zelensky has enacted the National Security and Defense Council's decision to impose sanctions on Russian propagandists.

The sanctions list includes Yuriy Boyko, Yevhen Murayev, and Nestor Shufrych.

Vladimir Zelensky has enacted the decision of the National Security and Defense Council regarding the imposition of sanctions with his signature. The sanctions list includes 18 individuals, citizens of Russia and Ukraine.

This is stated in the decree of the president №38/2025.

“We are blocking propagandists working for Russia, individuals who have sided with the enemy, and those who assist Russia in continuing the war,” Zelensky noted.

The following individuals are subject to sanctions:

  • MPs Yuriy Boyko and Nestor Shufrych;
  • former MPs Yevgeny Murayev and Oleg Voloshin;
  • ex-MP of the Donetsk Regional Council Yevgen Gorokhov;
  • ex-MPs from the Party of Regions Leonid Baisarov and Leonid Litvinov;
  • ally of the so-called DNR leader Pushilin, Oleksandr Odnoralenko;
  • ex-leader of the banned Communist Party Petro Symonenko;
  • former deputy editor of the pro-Russian publication “Strana” Svitlana Kryukova;
  • actress Ruzhena Rublyova;
  • citizens of Russia – oligarch Konstantin Grigorishin, composer Ilya Reznik, conductor Yuri Bashmet, opera singer Vasyl Gerello, choreographer Vadim Pisarev, rector of Lomonosov Moscow State University Viktor Sadovnichy, traitorous chess player, member of the Federation Council of the Federal Assembly of Russia Sergey Karjakin.

The sanctions include the deprivation of state awards, asset blocking, a complete halt to trade, resource transit, flights and transport across Ukraine, and the suspension of economic and financial obligations.

Only one sanction – deprivation of state awards – has been applied against Boyko, Bashmet, and Sadovnichy.

Zelensky also announced new sanctions decisions. According to him, they will be forthcoming soon.
