Russian propagandists have been instructed to promote "victorious" narratives ahead of the anniversary of the invasion.

It is noted that among the key narratives of hostile information attacks are: "The West has betrayed Ukraine," "The opinions of Europeans and Ukrainians do not concern either Moscow or Washington," "The US and Russia have agreed on everything behind Ukraine's back," "The Ukrainian government is illegitimate," "The Ukrainian army is losing at the front," "Corrupt officials in Ukraine are stealing billions of dollars in American aid."
"Furthermore, Russia is preparing to announce a supposed 'victory' in the war against Ukraine by the 'round date' – February 24, 2025, marking the third anniversary of the full-scale war," the intelligence agency emphasized. They also added that these plans may include a narrative about "Russia's victory over NATO," as for a long time, Moscow's propaganda has portrayed the war against Ukraine as a war against the Alliance.
"The Kremlin leaders have tasked the Russian state's special services to maximally exploit the activation of diplomatic efforts by the new American administration aimed at ending the Russian-Ukrainian war and the bilateral meeting of US and Russian delegations in Saudi Arabia on February 18, 2025," the statement reads.
It is emphasized that one of the key objectives of the new Kremlin propaganda playbooks is to cover the status of the aggressor and war criminal, isolated from the civilized world, with a cloak of a supposedly constructive party ready for peaceful resolution of the conflict.
According to the GUR, in this aspect of their work, Russian special services are attacking, among others, Ukraine’s partners in Europe, who do not withdraw their support but, on the contrary, are increasing it for our state. For such European governments, the Kremlin uses the label "enemies of peace."
