Most summons are sent to military conscripts who are officially unemployed and do not pay taxes.
Prime Minister Denys Shmyhal stated this during the Kyiv International Economic Forum.
According to him, 98% of summons through the "Oberih" system are received by citizens who are not officially employed. Over the past two months, supposedly only 2% of summons were issued to individuals with official jobs.
“In fact, priority in mobilization today is given to people who are unemployed... If a person does not pay taxes, it means that the person is not occupied at least officially. The "Oberih" registry pulls this information when summons are generated, and we can see that a person is unemployed,” Shmyhal explained.
