The President of Ukraine, Volodymyr Zelensky, has enacted the decision of the National Security and Defense Council of Ukraine regarding sanctions against the captains of Russian tankers and individuals responsible for the destruction of Ukrainian cultural identity. This was announced by the head of the Office of the President of Ukraine, Andriy Yermak.
Decree No. 67/2025 imposes sanctions on 57 captains of the Russian "tanker fleet" (56 Russians and one Iranian) who transport oil at prices exceeding the $60 per barrel cap set by Western countries.
Decree No. 68/2025 concerns individuals responsible for the destruction of Ukrainian cultural identity through illegal archaeological excavations in the temporarily occupied Crimea and the removal of cultural valuables from Ukraine.
The list includes the First Deputy Minister of Culture of Russia, Sergey Obrivalin, Deputy Minister Vladimir Osintsev, President of the Union of Museums of Russia, General Director of the sanctioned "State Hermitage" Mikhail Piotrovsky, and the head of archaeological expeditions Sergey Solovyov, who directly participated in illegal excavations at the UNESCO World Heritage site of Chersonesus Taurica, among others.
