"Critical programs will be funded through internal resources and EU funds," stated Zelensky.

The President of Ukraine has tasked officials with finding funding for the suspended programs.

Ukraine is seeking internal resources and support from European partners to finance programs that previously received funding from the United States but are currently suspended. This was stated by the President of Ukraine Volodymyr Zelensky in a video address.

“There has already been an initial report from officials and the team of the Office - Alexey Kuleba and Viktor Nikita - regarding critically important programs that are now on hold, which were previously funded through American support. I have already instructed some key initiatives to be funded from our internal resources, as well as to engage in discussions with the Europeans...,” Zelensky noted.

Additionally, the President has tasked to commence funding for certain projects using internal resources and to intensify negotiations with European partners.

The priority areas remain:

  • humanitarian initiatives,
  • security and social projects,
  • development of distributed generation,
  • support for veterans (veteran hubs, support lines, assistance in starting businesses).

Moreover, according to him, there are specific issues related to the Ministry of Health, as well as in the field of cybersecurity: “We are addressing all of these matters.”

Furthermore, “Judicial-Legal Newspaper” analyzed the content of the order issued by U.S. District Court Judge Lauren Alihan regarding the administrative suspension that temporarily and partially blocks the implementation of the executive order by U.S. President Donald Trump to suspend funding for certain programs for 90 days - specifically foreign grants through USAID, which will remain in effect until February 3, 2025.
