As is known, the Cabinet has supported the exemption of combat participants from the requirement to obtain auto liability insurance.
Later, a government representative in the Verkhovna Rada, Taras Melnychuk, announced that a draft law, 12295, titled “On Amendments to the Law of Ukraine on Mandatory Insurance of Civil Liability of Owners of Ground Vehicles for Improving Service Provision for Certain Categories of Persons,” has been registered in parliament.
The draft law aims to establish specific features for insuring the civil liability of owners of ground vehicles for combat participants, individuals with disabilities as a result of war, and victims of the Revolution of Dignity.
The draft law proposes amendments to the Law of Ukraine on Mandatory Insurance of Civil Liability of Owners of Ground Vehicles, which include:
- until December 31, 2025, exempting these individuals from the mandatory conclusion of internal insurance contracts;
- starting January 1, 2026, exempting these individuals from paying insurance premiums under internal insurance contracts;
