The High Anti-Corruption Court of Ukraine has ruled, based on a lawsuit from the Ministry of Justice, to transfer the corporate rights of several powerful industrial entities in the Sumy region to state ownership.
This was reported by the press service of the Ministry of Justice in a statement.
The sanctions have affected Lukyanenko V.V., Tsoy H.O., and JSC "Group GMS." The corporate rights of a number of strategic enterprises will be transferred to the state, including:
JSC "Group GMS" is an industrial holding specializing in the production of pumping, compressor, and modular equipment for various industries.
As explained by the ministry, the companies within the GMS group are providing "significant support for the armed aggression of the Russian Federation against Ukraine by supplying products for the military-industrial complex of the aggressor country and paying taxes in substantial amounts".
Despite attempts to evade sanctions by transferring part of the shares to a foreign charitable foundation, the court has nonetheless decided to nationalize key assets. At the same time, the Ministry of Justice plans to appeal the court’s refusal to seize some assets, including LLC "Hotel Complex 'Yubileyny'" and other minor stakes in related enterprises.
It should be noted that the history of sanctions against the "GMS" group and the Lukyanenko family began back in May 2023, when the President of Ukraine issued a decree imposing restrictive measures against key figures of the holding. Among them are Volodymyr Matviyovych Lukyanenko, a former Minister of Chemical and Oil Machine Engineering of the USSR, and his son Volodymyr Volodymyrovych, both holding dual citizenship of Ukraine and the Russian Federation.
The sanctions cover a wide network of related companies, including Russian enterprises "GMS Holding," "Livhydromash," as well as offshore structures in Cyprus. The activities of the Group's companies during the full-scale invasion have drawn particular attention:
A notable example is "Kazancompressormash," which transferred over 3 billion rubles to the Russian budget in just 2022. The enterprise produces critically important equipment for the oil and gas sector of Russia, indirectly supporting the Russian military machine.
