Trump's statement on rare earth metals is a key part of the Victory Plan, according to the Office of the President.

However, Ukraine requires security guarantees to ensure that resources do not end up in Russia.

The President of the United States Donald Trump proposed a trade of rare earth metals from Ukraine in exchange for military aid from the U.S., corresponding to one of the points in Ukraine's Victory Plan. This was reported by RBC-Ukraine, citing the President's Office.

It is noted that the overall extraction of rare earth metals is included in the plan, but security guarantees are needed to ensure that the resources do not fall into the hands of Russia.

"This was a point in the Victory Plan. We have special resources, including rare earth resources, uranium, lithium, titanium, and it is crucial that this does not end up with Russia," the publication states.

However, it emphasizes that security guarantees are required first to protect rare earth resources from the Russians.

The publication notes that this issue was specifically discussed by Vladimir Zelensky during a meeting with Donald Trump last fall.

As reported  by the "Judicial and Legal Newspaper", as part of the Victory Plan presented by President Vladimir Zelensky on October 16, 2024, Ukraine proposed to the EU and the U.S. to enter into agreements for investments in the extraction of uranium, titanium, and lithium.

At that time, the President stated that "Ukraine is home to natural resources, particularly critical metals worth trillions of U.S. dollars. This includes uranium, titanium, lithium, graphite, and other strategically valuable resources that will enhance either Russia and its allies or Ukraine and the democratic world in global competition."

Donald Trump agreed with Ukraine's proposal. Thus, Trump aims to negotiate an agreement for the supply of rare earth metals used in key electronic components in exchange for assistance.
