Ukraine has submitted a protest note to the IAEA.

The Ministry of Foreign Affairs is outraged that agency employees left the Zaporizhzhia Nuclear Power Plant through the occupied territory of Ukraine.

Ukraine has lodged a protest with the International Atomic Energy Agency (IAEA) after its personnel left the Zaporizhzhia nuclear power plant via temporarily occupied territories. The Ministry of Foreign Affairs believes this is a result of Russia's coercion.

Information regarding this was reported in a statement from the Ministry of Foreign Affairs of Ukraine.

The statement mentions that Russia had been pressuring IAEA employees to remain at the Zaporizhzhia NPP under psychological stress for 80 days, exceeding the planned duration. Ukraine repeatedly proposed a rotation route through controlled territory, but under such conditions, Russia refused to provide security guarantees, forcing IAEA staff to travel through occupied areas.

As a result, the Ukrainian authorities sent a note of protest to the agency, condemning the violation of the country's territorial integrity. At the same time, diplomats added that they view this as "a humanitarian evacuation in conditions of threat to life and health."

The Ukrainian side promised to raise the issue of Russia's coercion at the IAEA Directors' Board in the coming days. Additionally, diplomats urged all international organizations to reject Russia's conditions "to preserve their own authority, independence, and impartiality."
